This study examined the digital outcome divide (the third-level divide) as well as the digital capability divide (the second-level divide), beyond the access divide (the first-level divide). The digital capability included information literacy, content creation, and social networking. In order to examine the digital outcome divide, we analyzed the effect of digital capability on informational support and gaps in its effects by gender, age, income levels and education levels. We used the data collected from the surveys of Korean people from 14 to 69 years old (N=2,834). According to the findings, the digital capability divide exists by gender, age, income levels and education levels. The generation gap was prominent. Second, information literacy and social networking activities were positively related to receiving informational supports. Particularly, the positive effect of information literacy on informational support was greater for the lowest educational group than the mid-level group. The positive effect of content creation skills on informational support was greater for the lowest income group than others. These findings suggest that the digital capability divide exists, but if those who lack of digital capability could have chance to get digital skills, they could get more benefits from digital literacy.
