One aspect that featured most in the foreign policy of aggression of modern Japan is the activities of the civilians of right-wing tendencies and right-wing organizations, and without the consideration of these historical facts we cannot discuss the problems of ‘manmou’. A representative person is Okawa Shumei in ‘manmou’ problems.
The purpose of this paper is to elucidate the fundamental content of the great China theory by Okawa Shumei and the military security and economic point of view in terms of the right to life, the right to self-defense, and invasion of Japan. Okawa Syumei studied the philosophy of India at Tokyo Imperial University, which interested him in the situation of colonial India. In addition, he had a strong feeling of rejection against the usurpation of Asia by the Western powers, and naturally began to look to the Chinese mainland. In particular, in 1918 when he worked in the spy training school for the invasion of Chinese mainland and “mantetsu”, the East Asia Economic Research Bureau, a collection of nationalists, he began to focus on the strategic value of Mitsurukomu. This is because ‘manmou’ could be used as the basis for the invasion of Chinese mainland and was also an important factor in the formation of “the regional blocking of economy”. Thus, Okawa Shumei intended to realize the development and extension of Jsapan through ‘manmou’.
