The main purpose of this paper is to examine the relation between New Federalism and democratization in Mexico. The New Federalism is a project of reforma del estado which is proposed and implemented by President Ernesto Zedillo(1994-2000). The New Federalism was designed to reform several areas of the Mexican political system. Especially, the New Federalism focuses on decentralization of both intergovernmental relation and intragovernmental relation. At first, by applying to Robert Dahl"s definition to democracy, the paper theoretically verifies that the New Federalism was strongly related to democratization by increasing liberalization and participation both in national and subnational level because New Federalism aimed at opening up of the electoral process and promoting competitive elections at national, state, and local level. Second, the paper shows some changes in Mexican politics as evidences for the effects of the New Federalism on the democratization. The changes are 1)the recovery of the incipient separation of powers among three branches-executive, legislative, and judiciary branches at federal, state, and local levels, 2)the decline of constitutional and meta-constitutional power of president, 3) the increasing tendency of more resource transference from federal to state and local government, 4)the emergence of new actors" participation in government and public policy formulation, and 5)the enhancement of autonomy and strength of municipal government. Also, the paper pays attention to the rise of opposition parties in the 1990s in the Mexican politics as an evidence of democratization as well as a major vehicle for the democratization. In conclusion, the paper confirms that the New federalism positively effects on the democratization of Mexico. That is, to great extent, the New Federalism helped to expand the arena for liberalization, but to lesser extent, it contributed to increase the participation in the Mexican politics.
