Korean cultural policy has been formed by the two purposes of the support of artistic creation and the preservation of traditional culture. Since then, the paradigm of Korean cultural policy has been changed step by step into focus on beneficiaries, cultural welfare, culture industries and cultural decentralization. Especially the participatory government made a cultural vision 〈Changeui Hankuk(Creative Korea)〉 and they expanded the area of culture in the cultural policies.
Park Geun-Hye government included 〈the cultural enrichment〉 in the major policy lines and the scope of the cultural policy was extended to the whole country operations. cultural enrichment means that as the influence of culture is spreading around the society, the happiness level of people are increased. And cultural enrichment changed the phase of cultural policy in the country area. But the specific cultural policy did not exceed the limits of the area. Cultural enrichment can’t escape the boundaries of culture welfare. It is urgently needed that construction of policy options that realize ‘the culture as a principle’ which can solve the problem of society. The role of culture should be expanded in the people’s everyday life.
‘The culture as a principle’ should be spreaded in the society as a life basis of the people to accomplish cultural enrichment in the people’s routine life. The case of cultural urban regeneration which solve the problem of a society with culture is Samduk-Dong in Daegu. Samduk-Dong is famous for the movement of ‘Break down fences’. The people of Samduk-Dong hold the doll mime festival to stop the redevelopment and to lead the unity within people and made community place. And they made social enterprises to help the economical development.
The case of Samduk-Dong gives lesson that cultural urban regeneration focused on history and story of local residents and the cultural urban regeneration which solve the problem of community with cultural way can made people’s quality of life higher. So it can be a start of cultural enrichment that the development of cultural policy based on the culture as the way of life.
