This paper aims to explain Woo Ha-young‘s political economy. This study is started at the critical view of formal studies on Woo Ha-young that was mainly focused on fixed themes and ideas identified him as ‘Sirhakcha(實學者)’ who had lived in Su-won(水原)[today is Hwa-seong city(華城市)] from the late 1800 century to the early 1900 century. However, his the only book, 『Sincere Advices for a King(千一錄)』, not only have knowledge of agricultural field as Sirhak(實學), but also have wider variety of knowledges about different fields. Moreover, he often proposed various policies on the almost entire spectra of society. Therefore, this paper was intended to understand his various ideas and show his totality of ideas reaching his final goal. With this in mind, this study present following questions in first; how appropriate is the term ‘Sirhakcha(實學者)’ to explain Woo Ha-young? How is each chapter of his book, 『Sincere Advices for a King(千一錄)』, relevant and what does this arrangement of chapters mean? These questions naturally lead the argues to explain him as ‘Sirhakcha(實學者)’, to demonstrate the totality of his ideas, and to show his political economy aiming at his ideal society. His ways of thought could be arranged into three. One is relative frame of thought, another is the insistence of an importance of treatment of the most urgent business(急先務論), the third is reseaching social totality. He tried to avoid searching for Utopia detached from real world, only to reach the small peaceful society(小康社會) inferior to the big-family society(大同社會) with the method of criminal law getting rid of social diseases. This can be called his theory of social pathology. And these ideas were condensed and concreted into the his theory of village codes(鄕約說).
