Since 2007 Brazil has been implementing its Export Processing Zones (EPZ), also referred to as “Free Trade Zones”. Many countries around the world had already adopted such EPZ policies and now the Brazilian government is adopting and trying to implement it. We can think easily that it is natural to adopt this policy by Brazilian government. But by considering the details of the EPZ policies’ objectives, reality confirms that this strategy can bring enormous changes to the Brazilian economy, as it states that it can induce the structure and the direction of the current Brazilian economy.
From the 1930s until recently, the Brazilian economy had remained closed with a domestic-oriented economic system. But in order to move into a new stage of economic development, it is necessary to foster fundamental structural changes. In this context, foreign-oriented EPZ policies have quite significant implications.
This paper aims at examining the impact of such structural and economic changes Brazil is undergoing. Chapter 1 is an introduction to the subject, followed by Chapter 2, in which the characteristics of the Brazilian economy and its structural problems are discussed. In Chapter 3 we present the EPZs and analyze the need for them. Finally, we conclude arguing that EPZ policies can be a starting point for important changes.
