Continuous efforts have been made to reduce poverty and inequality in developing countries. Thus, support measures for poverty reduction have been strengthened domestically and internationally. The problems of poverty do not simply arise from a lack of material elements. Rather, they are a relative deficit occurring in various areas including the political, social, and cultural dimensions. Therefore, the perspective on poverty is expanding into a multi-dimensional approach.
The purpose of this study is to systematically understand the aspects of poverty and extract the main issues and implications of poverty policies through a new approaching view of the international community. To this end, the status of poverty in Bolivia was investigated by applying the policy framework of the Development Assistance Committee (DAC) Guidelines on Poverty Reduction (OECD, 2001), a theory established by the DAC as an example of a multi-dimensional approach to poverty in the international community.
This study is organized as follows: an overview of the approach to the DAC Guidelines on Poverty Reduction is introduced in Chapter 2; in Chapter 3, poverty status such as the category and cause of poverty in Bolivia is analyzed using the policy framework of the DAC Guidelines on Poverty Reduction; Chapter 4 identifies the social policies of the Bolivian government promoted in each area and analyzes the main issues by applying Marcia Pardo’s classification by type of access, which classifies the social policies of Latin America based on policy goals, recipients of support, and content. Based on this, it was attempted to derive the implications of the social policies.
