The Fu-hui-quan-shu(福惠全書, A Complete Book Concerning Happiness and Benevolence. Hereafter FHQS) was written to target the newly appointed local magistrates, who requires a detailed guide manual for dealing with political affairs in the local society. It was written by Huang Liu-hong(黃六鴻), who demonstrated his outstanding talents as a local magistrate in early Qing China. As a ‘Guanzhenshu(官箴書)’, which is usually divided into ‘Muminshu(牧民書)’ in Korea, FHQS was a very comprehensive type particularly revealing the nature of the practice guidelines for the beginner local magistrate containing abbreviated Huang’s own experience most strongly. According to my analysis, Huang was a son-in-law of Zou Wei-lian(鄒維璉), A prominent local bureaucratic from Jiangxi(江西) province in late Ming period, and a son of Huang Guo-qi(黃國琦) who also had a career as a local magistrate in Fujian(福建) Province. The fact that this three person’s names are all listed in "Minghuan(名宦)" part of their home Xinchang-xian(新昌縣)’s local gazette is worth noting in particular.
FHQS, which was completed in 1694, is consisting of 32 volumes as follows : The part about the appointment process of local magistrates (volume 1-5, 32). 2) The tax collection and the district surveys, such as the so-called ‘Qiangu(錢穀)’ section (volume 6-10). 3) The administration of Justice, the socalled ‘Xingming(刑名)’ section that take much more than a large amount(volume 11-23). 4) Other relevant parts of political affairs in local Yamen(volume 24-31). FHQS was intended to make the readers familiar with the details of the everyday life in the local Yamen, and provide his comrades with several tips to exploit for their own promotion. To this end he repeated that the most important task of local magistrate is controlling Yamen clerks and runners(胥書). Of course, Huang really wanted was his comrade’s attitudes of dedication for the happiness and welfare of the people. In my judgment, this is the most striking characteristic of FHCS.
