This study explored the justification of Jeju-style tourism horse roads for promoting hands-on experience tourism in Jeju Special Self-governing Province. A survey of a total of 600 hundred people consisting of 200 tourists who experienced horse-riding tourism products in Jeju during December 2009, 200 horse-riding enthusiasts, and 200 workers engaging in the horse-related industry, using non-probability convenience sampling. The analysis results found that the perceived necessity of constructing tourism horse roads in Jeju was significantly different among the groups in different dimensions. The most answered question was tourism income with 38.7%. The results from the analysis of preferred ways of constructing tourism horse roads showed that the most answered was along the long stone walls called Jatsung with 58.8%, followed by across ranches, along the beaches, along the framing roads, and new 100 km horse roads. New constructed roads and the increase tourism income were found to be significantly associated with each other. As for the question of the presence of the effects of construction of tourism horse roads on increase in tourism income, yes was the most answered with 65.2%, while in respect to the most preferred type of horse roads to be constructed, there was significant difference among the groups. Across forests was the most answered with 31.0%, while for type of terminals, a space where riders can have drinks while stopping their horses around was the most preferred type with 64.0%. The correlation between the horse-related industry and the event industry in the weight of tourism horse roads was found to be significant. In another category, the most answered question was tourism income with 38.7%. The results from the analysis of preferred ways of constructing tourism horse roads showed that the most preferred way was significantly different between the respondent groups. Use of the existing roads with few traffics was the most answered with 41.3%. Looking at the most desirable priority in promoting the horse-related industry, hands-on experience horse-riding products was the most answered with 35.2%. In addition, spillover effects of construction of tourism horse roads on the regional economy in different dimensions such as regional economy, creation of new jobs, increased publicity of Jeju, tourism sports industry, and increased availability of roads were significantly differently perceived among the groups, with the group of horse-riding enthusiasts showing the highest perceived effects. Also, in the perceived necessity of horse hospitals, there was significant difference among the three groups. Further, the most perceived problems included absence of exclusive horse hospitals (34.6%) and lack of institutions fostering specialized professionals (34.2%).
