The purpose of this study was that after analyzing the sports voucher some changes were suggested. For this, we selected 3 public officials who is in charge of sports voucher from city hall and office, 4 Taekwondo providers participated. We used in-depth interviews and collected by literature investigation. In 2009, sports class voucher and sport materials voucher business was started but sports material voucher business is no longer in business. The problems are as follows : It focused as much as possible on beneficiaries therefore exbeneficiaries were ruled out causing the licensee have to pay. Second, the information was only available from the sports voucher site. Third, the person who was in charge showed a lukewarm attitude, meaning they did not give fair chances. Fourth, a lack of supporting money did not allow it to reach the destitute poor or grandparents raising grandchildren. Fifth, because the sports material voucher business was no longer in business, the licensee or beneficiary had to pay to the cost of new materials. The activation plannings are: First, if the beneficiary especially needs more vouchers, we need to apply a notice system. Second, if we find low-income children who have excellent athletic ability, we should connect them with physical training talented promote foundation or keep supporting to them. Third, when holding a briefing session on the sport voucher business or giving them new licences, better give information materials. Fourth, we should make more effective promotional measures such as an official document or posters from office. Fifth, we need encourage support such as making certification party, actualization supporting money, issue a confirmation, commendation for and excellent license or introducing the journal. Sixth, participation of the destitute poor, actualize the supporting money and supplying free material with a business and welfare group. Seventh expand the visit teaching or sports voucher business for less favoured places.
