The implementation of local autonomy in Korea has caused central governments and local governments to differ in their major functions and roles. The desirable pattern of inter-governmental relationship is said that the former should be responsible for livelihood assistance dealing with the support of the poor, and that the latter for social welfare assistance which can be more effective in regional differences. Local autonomy aims to enhance the convenience and welfare of inhabitants, and local autonomous organizations also make it one of their essential duties to contribute to the extension of their citizens` social welfare. This reveals that the roles of local organizations are really important in social welfare systems. Local autonomous organizations should have a vivid picture of the directions of social welfare planning to achieve their welfare affairs or works in a more effective way. It is the social welfare planning of the organizations that enables us to establish the goals of their social welfare programs and fulfil them successfully. Accordingly, the desirable planning of social welfare is absolutely necessary so that the organizations can carry their welfare works into execution on their own. This study offers the following desirable directions of social welfare planning in the local government level: As a procedural aspect of the formation of the welfare planning, the scientific investigation on the all kinds of resources as well as present social welfare situation of the local government which raises the rationality of planning should be accomplished. In the contents of the planning, the ideal relationship between public and private welfare provider, regularization of committees consisted of all the basic autonomies for the coordination and information sharing should be contained.
