Including heat, dust, vibration, noise, and humidity, unstructured and qualitative factors at a work-site in steel industry widen the gap between an OR(operations research) theory and its industrial practice. Bridging the theory and its practice, this paper proposes a new design approach based on a rule-based optimization system that is highly adaptive to changes in a steel shop floor. One of the biggest advantages of this approach is that it could simplify a mathematical model by utilizing intuitive rules involved in a decision making problem. The rule-based optimization system developed by the new design approach was applied successfully for solving an alloy blending optimization problem in an actual steel plant of POSCO, one of the leading global steel makers.
