In this paper, we present a strategic model for excavating new technologies of ICT industry and the basic concept and innovational characteristics of new growing technologies. We also draw a technology growing model and its functional elements. In technology growing model, we had known “path-creating catch-up and lead strategy” in the sense they chose a different path from the world forerunners firms as the success factor by the technological regime of wireless communications and the risks facing early entrants in trajectory choice and initial market formation. From this factors we suggest the framework with action processes for promoting and excavating new growing technologies from planning of R&D to industrialization.
