In this study, try to check the festival will develop into a stable and internationalization can be achieved when the tea culture and the tea industry has to be balanced throughout the structure and operational aspects of the Hadong Wild Tea Cultural Festival. The role of local residents is Concentrated in tea industry and cultural program has progressed by take on the tea culture group due to Wild Tea Cultural Festival performed in Hadong. It is not exaggerated other regions brings half of success of the festival in Hadong because of cultural program is a significant part in festival.
Hadong Wild Tea Cultural Festival officials and residents take for granted the phenomenon the cultural organization take fully observe the cultural program and do not feel the need of to make tea curtural organization composed of pure local people and must ensure and to train tea cultural professionals can take on entirely festival. It is never undesirable that this kind of attitude is prevalent for the future of the festival and for the development of Hadong region.
Cultural factors should regard more important than the industrial elements due to Hadong is the best country of wild tea origin. Above all it can not be free from the evaluation criteria of the ministry of culture and tourism. At least representative programs would be desirable planned and operated by experts in the area. It is not exaggerated the owners of festival should proceed responsibly if right because of representative programs symbolizes the nature of the festival and representing the mean.

본 연구는 하동야생차문화축제의 구조와 축제의 운용양상을 통하여, 차문화와 차산업이 균형을 이루어야 축제가 안정적으로 발전하고 세계화도 될 수 있음을 확인하는 논문이다. 야생차문화축제는 차생산지인 하동에서 행해지는 축제라는 특성 때문에 차산업 분야 프로그램은 지역주민들이 주로 진행하고, 문화관련 프로그램은 전국 단위의 협의체인 차인단체가 주관하여 진행하고 있다. 차축제에서 문화관련 프로그램이 중요한 부분을 차지하고 있는 점을 고려할 때, 야생차문화축제의 성공 절반이 타 지역 사람들의 손에 달려있다고 해도 무리가 아니다.
야생차문화축제 관계자와 하동 주민들은 산업분야 프로그램 진행에 급급하여 문화분야 프로그램의 중요성을 인식하지 못하고 있다. 오히려 이와 같은 현상을 당연하게 여기며, 순수한 지역민으로 구성된 차인단체를 확충하는 일이나 축제를 전적으로 맡아 나갈 수 있는 차문화 전문가를 양성하고 확보해야 할 필요성을 느끼지 않고 있다. 이것은 축제의 미래를 위해서나, 하동 지역의 발전을 위해서 결코 바람직하지 않은 현상이다.
하동이 우리나라 최고의 야생차 산지라는 것 때문에 축제에서 차의 문화적 요소보다 산업적 요소가 더 중요하게 여겨지며, 문화관광부의 평가기준에서 자유로울 수 없는 한계를 안고 있지만, 적어도 대표 프로그램만은 지역 문화인이 전적으로 주관하거나 지역 전문가에 의해 기획되고 운용되는 것이 바람직할 것이다. 대표 프로그램은 축제의 성격을 상징하고 의미를 나타내는 기재로서 축제의 주인들이 책임있게 준행하는 것이 옳다는 사실은 새삼 강조할 필요가 없다.
