In line with emergence of community religion as being a focal point in regional revitalization or regional identity building, the interest & role of public domain regarding Community Religion has been increased extensively, and taking this opportunity the access of Community Religion to public domain has increased dramatically.
One of the notable aspects appearing while entering community religion to public domain was the creation of tradition which appeared in the process of responding actively to the change of tradition environment by public authority or related people inside of tradition.
The activities of public domain that aims the succession & development of cultural heritage has been mainly relied on the system of intangible cultural asset designation and internal perspective has been focused on such aspect.
However, there are many occasions that traditions were created in the process community religion entering into public domain, which creates the result of collision to the objectives of current public domain that pursues mainly for intangible cultural asset.
In case of Ui-dong Samkaksan dodangje(Dodang worship in Samgak mountain, Wu-i dong) being reviewed as case study, it indicated a tradition was created at the intervention from public domain.
It was in the year 2000 when the Samkaksan dodangje preservation committee was organized as Ui-dong dodangje. started to indicate its active movement to enter into public domain.
The Samkaksan dodangje preservation committee presented Samkaksan dodangje as the representative cultural assets of Gangbuk-gu and tried to secure stable succession basis by entering public domain through intangible cultural asset designation.
Due to active respond by internal respondents it was designated as intangible cultural asset of Seoul city(No.42), but it turned out to be the creation of Samgaksanje as being Gukhaengjae(religious service supervised by nation) which was being a private community religion of Ui-dong Samkaksan dodangje performed by unit of village.
Like the case of Ui-dong, the succession & development of cultural heritage such as community religion relied mainly on or concentrated to intangible cultural asset system, as a result of which it is being faced with difficult reality to accept change or reinvention of tradition.
In view of above, instead of depending heavily on intangible cultural asset system, it appears to be requiring in realistic perspective the community religion is to be utilized as a focal point of reactivation of culture or regional identity by accommodating some degree the internal desires to enter into public domain.
