본 연구는 논산시를 중심으로 지역사회와 정체성 및 문화적 갈등의 해소에 미치는 영향분석 및 정책적 함의 도출을 위한 실증적 연구로서 주요 내용은 다음과 같다.
첫째, 시민의 정체성 인식은 예학 충절지역과 도농복합적 특화지역, 정체성의 필요성은 자긍심 고취와 상생?협력의 기반, 정체성 약화ㆍ훼손이유는 세대간 인식격차와 도시화 순으로 나타났다.
둘째, 시민의 문화적 갈등 분야는 사회생활분야와 지역개발분야, 갈등 야기요인은 지역간 불균형 개발사업과 학연ㆍ지연ㆍ특정화 등 분파적 갈등, 문화적 갈등의 영향은 주체성 약화와 시민 자긍심 훼손과 세대간 소통단절, 문화적 갈등의 해소ㆍ극복방안은 상호 이해ㆍ절충노력과 대화ㆍ소통 활성화, 갈등해소ㆍ극복을 위한 주체는 지역사회와 시민의 순으로 나타났다.
셋째, 문화적 갈등이 많이 존재할수록 정체성이 필요하며, 문화적 갈등이 심각하다고 느낄수록 정체성이 지역사회 발전에 도움을 주는 것으로 인식하고 있었다.
넷째, 정체성 관련 시사점은 의식 행태 차원에서는 애향심 내지는 자긍심 고취, 시민참여와 협력, 상호존중과 시민의식 개선이, 제도 정책 차원에서는 정체성 확립을 위한 지역특성화, 정체성 강화 프로그램 개발, 미래비전과 지속가능한 지역발전이 필요하다. 또한 문화적 갈등 및 해소 인식 관련 시사점은 의식 행태 차원에서는 소통?공감 및 상호이해, 시민생활화 운동 전개, 상생?협력의 지역 문화 조성이, 제도 정책 차원에서는 지역균형발전 추진, 교육(학습) 강화 및 협의체 구성, 문화적 갈등의 조정 해소 메카니즘 구축이 필요하다. 한편, 지방정부의 문화정책의 체계적 진단?분석 및 합리적 발전방안 수립, 제3의 갈등전문가의 참여와 역할을 위한 공공갈등관리 차원의 접근, 논산시와인접하고 있는 계룡시, 공주시, 부여군 및 익산시 등과 지역간 협력이 요구된다.

This paper summarized the main results as empirical research for impact analysis and policy implications derived on the cancellation of a focus on community and identity, and cultural conflict Nonsan as follows.
First, the identity of the citizen awareness, ritual study and loyalty complex urban and rural areas and specific areas, the need for identity and self-esteem and cooperation based on mutual inspiration, weakening and undermining of identity was recognized because the gap between generations and urbanization net.
Second, the cultural conflict areas and sectors of civil society living area development, conflict factors causing regional imbalance development and Gakken and characterize such delay and sectarian conflict, the impact of cultural identity and inter-generational conflict is weakening and undermining civic pride communication disconnected, the elimination of cultural conflict and ways to overcome mutual understanding and compromise and dialogue and communication efforts enabled, the subject for conflict resolution and overcoming appeared in the order of the community and the citizens.
Third, there are many more cultural conflict requires identity was more serious cultural conflict feel that identity is perceived to aid in the development of local communities.
Fourth, identity-related implications is the consciousness, behavior-dimensional aehyangsim and
inspire pride, civic participation and cooperation, mutual respect and civic consciousness improvement, institutions, policy-dimensional area characterized for establishing the identity, identity strengthening programs, future vision and sustainability possible regional development is needed. In addition, the recognition of cultural conflict and resolving related implications in consciousness, behavior-dimensional communication. Empathy and understanding, civic development exercise daily life, local culture of coexistence and cooperation, institutions, promote balanced regional development dimension in policy, education(learning) strengthening and the council, the adjustment of cultural conflict, resolving mechanism is needed to build. On the other hand, a systematic diagnosis of the local government"s cultural policy analysis and rational development plan in place, a third of the conflict expert involvement and conflict management dimension to the role of public access, Nonsan and in adjacent Gyeryong City, Gongju City, Buye-gun, Iksan City as regional the conflict and cooperation is required.
