This study aims to explore methods of development of the Community Social Security Council, a mechanism of Korea"s local social welfare governance.
A review of previous studies indicates that the characteristics of the Community Social Welfare Council, a component of a network, are the civilians" mobilized participation by the government (that is, the agents" participation), the unequal authority relation between both parties, low-quality governance, and the achievement of common objectives, shown to be a desire, not the reality. In addition, as for the Community Social Welfare Council as a delivery system, the link between Ministry of Health and Welfare, the cities and provinces, the Cities, Guns (counties), and Gues (boroughs), the Eups (towns), Myeons (townships), and Dongs (neighborhoods) is weak; and each hierarchy"s network is not stable.
The solutions to these problems were presented: a desirable structure of the delivery system and network, institutional rules, and methods by which the private sector can obtain power.
