This study focused on the desirable composition of policy environment of local convention industry, which promotes to form collaborative governance by analyzing influential relationship between policy environment and governance formation. The literature review covered the concepts of local convention industry, collaborative governance, influential factors of governance formation. A research model was designed and hypotheses were established based on previous researches and survey data were collected by local convention industry policy actors in international convention cities. Confirmatory factor analysis and multiple regression analysis were executed. The results indicated that local stakeholders` capacity, local institutional environment, and local government capacity influenced governance formation, and the result of hierarchial regression analysis found that these influential factors be important to explain the formation of collaborative governance in local convention industry policy. The study also found that a designation period of convention city did not have significant buffering interaction effects on the relationship between local environment and governance formation. As practical implications, the study suggested that an industrial political environment should be prepared in ways that local stakeholders` capacity along with local government capacity should be developed, and that an institutional environment should be established to build a collaborative governance operating system.
