The purpose of this paper is to revisit some issues on the choice of Korean Romanization Regulation in terms of graphemics and language policy, in order to present new things to be considered in evaluating or revising it. As a result, I propose the followings: Firstly, the term ``romanization``, not ``English-characterization`` is proper. Secondly, we`d better differentiate the main users of orthographical regulations from those of orthography. Thirdly, we should remind ourselves that the main function of a phonemic writing system is sufficient visual discrimination among words. Meanwhile, the following points should be considered when making orthographical regulation with other phonemic characters that are not one`s own: Firstly, transliterational orthography would be better than transcriptional one in terms of referential consistency(consistency of things to transcribe). Secondly, the owners name with personal right should be excluded as orthographical objects in case there exists possible intrusion of the right. Thirdly, excessive usage of hyphen like that in the current Korean Romanization Regulation is not reasonable from the perspective of aesthetic and morphophonemical principles. Fourthly, examples should not be included in the regulation or should be given the exact status on account of the fact that their status could be debated whether they are fixed norm or not.
