The purpose of the study is to investigate the residential level of a neglected class of people living in the public housing and to analyse the problems of living space. It was studied through interviews and observation methods. Public housing has problems with narrow residential space, the planning not caring for the characteristics of the elderly and maintenance of the facilities. As time goes on, the problems of public housing have been improved in physical environment, but there still remain problems in terms of space planning, discrimination among resident groups in apartment complex. The major problem which exists in both public housings is the lack of ownership.
