This study compares the press release of the Nuclear Safety and Security Commission (NSSC), which is a government agency in charge of assuring and regulating nuclear safety, and news articles on the same topic, nuclear safety. This paper reveals a contrasting analysis for the press release of the NSSC and news articles: while the press release praises the argument that nuclear safety is secured, news articles confront the argument. In order to endorse its perspective, the press release tends to emphasize positive issues regarding “safety” and to select issues of policy improvement. On the other hand, news reports underscore conflicts and other negative events related with nuclear such as nuclear accidents and corruption scandals. However, there is also difference among news articles according to the political disposition of each news publication. Whereas progressive media discuss diversified aspects of nuclear issues, conservative media, though the tendency is not conspicuous, exhibit more value on economic utilities of nuclear. This study also verifies the fact that local media, situated near nuclear power plants, deliver nuclear energy issues in a more concrete way.
