This study is an attempt to review the substance and process of Korea’s rural Saemaul Undong in the 1970s as integrated rural development in company with the role of government in the movement. Korea’s Saemaul Undong is examined as an example of integrated rural development. In its ideals, this movement indeed represents a model of integrated rural development program. Although voluntarism or self-motivation has been stressed in this movement, Korean government has taken a leading role in its implementation, first initiating it and later supporting it in financial and technical assistance terms. This paper argues that the role of government has become almost ubiquitously significant in today’s world, whether in the more or less developed parts of the globe. It is considered that there have been some structural features in Korean tradition which have made it more feasible for government to take an active role in this movement. By examining about ten years of results of this movement, which in quantitative terms came out to be an outstanding success, this paper, basically in terms of the positive or affirmative, tries to show some crucial structural issues that need to be considered very seriously in this movement.
