This paper examines how the socio-political issues happened in post-apartheid South Africa after the 1994 transition. Especially, this paper gives careful consideration to the problems that brought about by the members of the ruling elite in the ANC(African National Congress) and the black bourgeoisie from the perspectives of Frantz Fanon and Steve Biko.
One notable idea among many that Fanon and Biko shared is the importance of ‘the people’ who are the main agents of decolonization and black liberation movement. This idea is relevant to the predictions of Fanon and Biko about the corruption and degeneracy of the national government, the national elites, and the national bourgeoisie. Based on this, several important events and programs were turned out to be against the cause of the people. The people were exclusive in the compromise between ANC and White rule of De Klerk, and they did not have the benefit of the political and economic programs of the black government. After all, post-apartheid South Africa made a set of beneficiaries that included some of black leaders, the black elites, and the former ruling whites, and caused serious situation that inflicted pain on the majority of apartheid’s black victims.
Furthermore, the members of the ruling elite did not grow out of old wrong practices that must be watched strictly. They fell back toward old tribal attitudes, organized tribal dictatorship, and used racist propaganda and xenophobic practices in order to maintain power and get some economic advantages. While they won the backing of the black people and then obtained power, they became the black who are whiter than the whites as Fanon and Biko strongly warned. So the leaders and elites in the black government led the black people to be in a more difficult and terrible position than they were.
Therefore, these situations and facts considered, post-apartheid South Africa can be characterized as the modern edition of apartheid, not the beginning of the new world for the people. Not only does this make proof of the failure of creating the new world of equality and freedom, but encourages the black people to raise questions and act in solidarity with the groups of like-minded persons for achieving the human-centric world, not market-centric or capital-centric one.

이 글은 1994년 새로운 시작이 선언되었음에도 여전히 극복되지 않은 남아프리카공화국(이하 남아공)의 문제들이 어떤 측면에서 초래되었는지를 살펴본다. 특히 탈식민 투쟁에 직접 참여하며 진정한 흑인 해방을 위해 핵심적인 제안을 했던 프란츠 파농(Franz Fanon, 1925∼1961)의 사상과, 이러한 파농 사상의 영향을 받은 스티브 비코(Steve Biko, 1946∼1977)가 주도했던 ‘흑인의식 운동’(Black Consciousness Movement)의 관점에서 포스트-아파르트헤이트(post-apartheid) 시기의 문제들을 검토한다.
오늘날 남아공의 현실을 논의하기 위해 파농과 비코의 관점에서 일차적으로 주목할 것은 완전한 탈식민화와 진정한 흑인 해방을 수행할 주체인 ‘민중’의 중요성이다. 이 부분은 민족 국가, 민족 정당과 민족 엘리트가 가질 수 있는 위험성에 대한 파농과 비코의 예견과 관련된 것이다. 이런 관점에서 아프리카민족회의(African National Congress, 이하 ANC)가 주도했던 백인 세력과의 타협과 흑인 정부의 출발을 평가하면, 그것이 민중이 배제된 위로부터의 타협이고 민중의 경제적 해방을 무산시킨 형식적 해방임을 알 수 있다. 이렇게 민중의 대의를 거스르는 흑인정부의 문제점은 1994년 이후 채택되고 운영한 경제 정치 프로그램에서도 파악된다. 그 프로그램은 파농과 비코가 주장한 ‘인간’ 중심이 아닌 ‘자본’과 ‘시장’ 중심의 프로그램으로 이전 보다 더욱 강화된 불평등과 차별을 초래한다. 이런 문제를 고려할 때, 포스트-아파르트헤이트 체제는 파농과 비코가 소망한 새로운 세계가 아니며, 기존 백인 세력과 변절한 일부 흑인들이 경제적, 정치적 영역에서 또 다른 차별과 억압을 강화하고 있는 체제로 판명될 수밖에 없다.
또한 흑인정부는 진정한 흑인 해방을 위해 민족정부가 가장 경계해야 할 양상들을 그대로 보여주고 있다. 흑인 정부는 권력과 경제적 이득을 유지하고 확대하고자 인종주의와 종족 중심주의 등을 동원하는 등 민중의 대의에 역행하는 구시대의 악습을 반복하고 있다. 흑인 엘리트들도 흑인 대중의 현실을 고려하지 않는 지적 나태함과 정신적 빈곤을 드러내며 개인주의적이고 속물적인 민족 부르주아지로 전락해버렸다. 파농과 비코의 경고에서 알 수 있듯이, 이들이 백인보다 더 하얀 얼굴을 취하면서 민중을 억압하는 존재로 추락해버린 것은 흑인 해방운동과 반아파르트헤이트 투쟁의 실패를 의미한다.
따라서 신(新)아파르트헤이트 체제 혹은 아파르트헤이트의 현대판으로 간주할 수 있는 포스트-아파르트헤이트 체제의 문제들은 그 극복을 위해 흑인 민중에게 다시 해방의 여정에 나서야 한다는 과제를 던지고 있다. 오늘날 흑인 민중은 악화된 그들의 삶을 보다 인간적인 삶으로 전환시키기 위해 힘든 또 다른 시작을 준비해야만 한다. 그 출발점은 현재 출현하고 있는 아래로부터의 다양한 실천들이 주장하는 대의에 동참하는 것이다. 그리고 불평등과 차별을 심화시킨 체제를 개선하기 위해 다양한 개인, 지역, 국가 내의 ‘인간’ 중심적인 실천들의 연대를 통해 함께 문제제기를 하고 행동에 나서는 것이다. 이러할 때 파농과 비코가 바라는 ‘인간’적 얼굴을 가진 새로운 세계가 도래할 것이다.
