Drawing upon ideas from Moore & Braga's normative framework, we analysis the development of the korean police administration and its characteristics since 1948. That framework is to make a distinction between the “practical” values pursued by the police on one hand, and the “principled” values pursued by the police on the other. And then the framework is to distinguish between the social position of a “citizen” on one hand and a “client” on the other. Based on these distinctions, It presents “valuable dimensions of police activities”. The rusult of analysis is as follows. first, ｢Enhance Safety and Security｣ accounted for 88 percent of the newly regulated operations compared with 10 percent for ｢Enforce Law Faithfully and Impartially｣. ｢Sense of Fair Treatment｣ and ｢High-Quality Service｣ make 1 percent. ｢Maintain Social Order｣ is such a big part of ｢Enhance Safety and Security｣. This phenomenon may be due to the Korean War and the division of the Korean peninsula. Second, Korean police forces entered the Korean War and after the war became the spearhead of counter-guerilla operations. Being treated as quasi-military forces is another feature of korean police. Third, anticommunism agency has been trimmed in size and tread the path of depoliticized neutrality. but its official operations remains the same.
