The objectives of this research were to examine school parents’ perceptions of attributes of CPTED, utilizing an Importance-Performance Analysis(IPA) approach, in order to define the crucial attributes; and to analyze the effects of factors related to the CPTED attributes in regard to protection of children from sexual offenders. A modified IPA was proposed in this research as a way to identify the CPTED attributes needed to be improved for protecting children from sexual offences in and around schools. The IPA model was chosen since it provides a simple form of measurement, presents data in an easily interpreted format(action grids), enables extremely practical data analysis to the researcher, and suggests possible courses of action necessary for improvement and/or effective implementation. This research used a five-stage approach, including determination of primary attributes; development of survey instrument and questionnaires; collection of data; analysis(IPA) of data; and interpretation and reporting of findings. A total of 300 individuals--elementary school parents in Kyongju City in Korea--were surveyed for this research from October 16 through November 12, 2010, and the 207 valid samples, out of the collected 220, were included in the final analysis. Questionnaires, examined twice by a professional group, were recomposed by survey questions based upon an IPA model. Statistical analyses, including frequency analysis, t-test, and factor analysis, were performed using the SPSS statistical package(V.12.0). Through the survey process, participants rated how important the attributes would be to protect their children from sexual offenders and how satisfied they were with the attributes’ performance in and around the school environment. The importance and performance means for each attribute were plotted on two-dimensional grids in the Chapter VI of this research paper [Figure 1 ~ Figure 8]. An attribute’s location on the action grid was used to identify the effectiveness of strategic elements of CPTED as perceived by participants--school parents--and to determine what future action needed to be taken. The forty-one attributes were grouped into eight CPTED categories as shown in the Table 8, and thirty-nine of these attributes were plotted on two-dimensional grids. The findings and implications of this research were summarized as follows; First, twelve attributes with both the high importance and the high satisfaction degree fell in the “Keep Up the Good Work” quadrant(I-Quadrant) which needs to maintain present situation attribution. Another twelve attributes fell in the consistent effort concentration attribution--“Concentrate Here(II-Quadrant)”--which has the high importance degree but the low satisfaction degree. The Ⅲ-quadrant is “Low Priority” attribution which has both the low importance and the low satisfaction degree. Nine attributes were plotted on III-Quadrants. And, lastly, six attributes fell in the Ⅳ-Quadrant--“Possible Overkill”--which has the low importance degree but the high satisfaction degree. In sum, this exploratory research tried to experiment a new strategy, utilizing a modified IPA model, in both measuring school parents’ perceptions of attributes of CPTED and identifying significant and effective CPTED elements to be able to suggest possible course of actions for protection of children from sexual offences. Further practical research and trans-disciplinary interchange would be expected.
