The essence of problem is to prescribe in the Criminal Procedure Law Article 195 and 196 the coordination of criminal investigation authority. But then the coordination was failed out. This problem was confronted new situation included in the reform issues which the 6 men subcommittee of special committee pursued to reform the judical system of 18th parliament. Many variables were included into system for the coordination of criminal investigation authority. After all, the criminal initiation authority of police was passed in a plenary session to prescribe into the Criminal Law Article 196. But the scope of prosecutor command concerned to the judicial police will be decided in presidential order. This paper analyzed the dispute process on the criminal investigation coordination by system dynamics. The result of study showed that important policy problem is not decided by individual behavior, but decided by system dynamics. So police organization should be recognize that system thinking not as laundry thinking is very important to solve very complicated problems. Also complicated problem like criminal investigation coordination between prosecution and police is confirmed to include many variables and feedback loops in the causal map. And feedback loop including important variables is confirmed to do very decisive function in the causal map. In the case of 2011 criminal investigation coordination, important variables were president and parliament. Citizen's opinion also was important variables in the criminal investigation coordination for police.
