The Seoul Metropolitan Government has implemented the policy limiting the provision of parking spaces in congested areas since 1997. The policy aims to reduce the demand of parking by discouraging car use, and is partially successful. However, the issues, such as illegal expansion of parking spaces, application of the same upper limit, and inflexibility of the policy for different types of facilities, concerning inefficiency and irrationality have occurred. The goal of this research is to strengthen the policy in more practical way, to minimize negative externalities by understanding the problems of the current policy, and to revise the policy.
The problems from the limitation of parking space policy are as follows. First, congested areas are narrowly interpreted as the most expensive parking fee zone, ignoring different conditions and unique elements of each area. This interpretation leads to objectivity deficit, inconsistency, and inequality. Second, the policy affecting areas are confined or narrow rather than far-reaching. Third, uniformed upper limit of the policy causes some facilities to gain a profit while others suffer a loss, and the profit does not go back to the public. Finally, mixed interests are caused in accordance to distinct facilities after the policy has been implemented.
To tackle these problems, this research proposes following improvement plans.
The first plan is to adjust, redefine, and expand the policy affecting areas. A way to adjust the definition of the policy affecting areas is to consider the alternatives in addition to current definition which is the most expensive parking fee zone. The alternatives considered are accessibility to public transportation, the Biotope Map, and the purpose of the facilities. These are expected to resolve the problems caused by the current narrow-defined policy affecting areas. It is concluded that accessibility to public transportation is proven to be the most important factor. In short-term, accessibility to public transportation should be considered in the most important manner, but in long-term, the definition of “the congested area” needs to be shifted from current “the most expensive parking fee zone” to “the area with easy access to public transportation”.
The second plan is to propose flexible upper limit for each facility. The current policy limits most buildings to 50% parking space. Most stakeholders agree to the point that different facilities need to have different standards for parking space limit, but the ways to set the limit has been unclear. To resolve this problem, a flexible limit which includes each facility’s uniqueness into a factor has been drawn from an expert survey analysis. It is suggested from the research, that the spacious facilities, such as department stores, discount stores, etc., requiring many parking spaces can expand their parking lots while small facilities, such as neighborhood convenience facilities, etc., requiring few parking spaces can reduce them. The result of this study should be used as a guideline rather than a strict policy, and review on each facility by a committee is suggested for practical application of different limit.
The third plan is to redistribute the social cost and profit from the policy to the public. Currently the social cost and profit are not contributed to the public at all. This research recommends a contribution related to the flexibility of the policy limiting parking space to the public.
