Economic globalization further changed urban development pattern of the world, a new world urban system is forming, it has taken profound changes in the connotation, the breadth and depth of competition between cities. The role of urban development strategy is highlighted. In China, many big and medium cities also have developed strategic planning of various levels. This paper takes Dalian city as an example, on the base of analyzing the characteristic and problems of Dalian city`s urban development, introduce Dalian city`s development strategy of various levels, give expression to the exploration of Dalian city`s urban development strategy in the period of transformation, which as the growth pole of urban agglomeration in Liaodong Peninsula and Bohai Economic Rim.
