he aim of this study is to examine what Kim Jong-un regime wants to achieve politically by approaching Japan and how Japan’s views and responses have been reflected in the relationship between the two countries.
While Kim Jong-un succeeded in his grip on the power by regime of terror, he found no clue for economic crisis, both because of internal and external factors, such as measures of economic sanctions in the aftermath of a series of provocations. His approach to Japan, motivated by wishes to change the situation, has not achieved much, because the motivations and expectations of the two countries were different. In its diplomatic contact to Japan, North Korea took a broad range of agenda into account, including normalizing the diplomatic relationship of the two, lifting Japan’s sanctions on North Korea, and breaking the tripartite cooperation among the United States, Japan, and South Korea. Meanwhile, Japan was primarily motivated by domestic political factors in its contact to North Korea.
In addition to them, the characteristics of the U.S.-Japan relationship imposed crucial limits on the improvement of the bilateral relationship. To sum up, under the current circumstances, the prospect of bilateral relationship between North Korea and Japan does not seem feasible, let alone their normalization.
