The total fertility rate(2001) in Korea is 1.3%, which is the fourth lowest rate in the world. What are the reasons behind this phenomenon? What does mothering mean today? This thesis asks these questions and tries to seek the socio-structural and cultural elements that make mothering difficult. First, we must consider the fact that mothering is not `nature`. Mothering is now a problem of choice and it calls for a rational reason. Difficulty in mothering is also related with the simultaneous demand of structurally incompatible things. For example, while a woman should demonstrate how she capable she is through her job, the ideal of being a `perfect mother` is still a strong urge internalized within herself. If we can`t offer the ideal conditions that will support her child, non-mothering is a more responsible option. In addition to this, risk consciousness is a continuous concern, making the option for having children becoming more complicated. We need to point out the fact, that childbirth is regarded as normal in society, wenn it happens to a legally married, heterosexual couple, (this despite the fact that of one out of three or four marriages end in divorce). With such circumstances, more and more people are seeing the disadvantages of having a child, even though they do desire this. Therefore, a decision in favor of non-mothering is not a selfish evasion, but is perhaps another form of mothering that our century produced. The dilemma of mothering today is not just only a personal problem of a woman. It is at least the problem of modem society.
