As a result of Uruguay Round negotiations, the multilateral disciplines on services were established but energy industry and services, which had largely been operated in the form of government monopoly were not dealt as an independent sector under the category of service sectors under the GATS. During the negotiations on trade in services that started in 2000, EU and U.S. proposed to add the energy services as an independent sector, and so far seven countries have submitted their proposals. Discussions on energy services are expected to continue through the negotiations period set out by the Doha Development Agenda as agreed in the Fourth Ministerial Conference. The current article summarizes the seven proposals, and identifies classification, market access and national treatment as main issues; defines the energy services sector and its sub-sectors; calculates the effects of liberalization in the energy services sector in relation to national production, import and export using the specially developed model; and finally predicts the effects to Korean energy industry. The current article concludes that further liberalization in the sector would be beneficiary to Korean economy by providing predictability and security for Korean firms in several foreign markets.
