As the emergence of a global company and increase the importance of customer satisfaction, Task in the companies has become more complex and varied. Because of this, management is required to efficient resource management. Especially, human resources different from other resources. Because human resources are big influence about the job property or a connection among the resources. In this study, It deals with human resource and job allocation which can have many attributes in human resources considering efficient business process. Efficiency of human resources can be divided into two effects. first effect is synergy that task efficiency between resources is positive and second effect is ringelmaan that efficiency is negative. In this paper, we develop a mathematical model for a S/W development industry which is human resource centered as the target of the development process to efficient human resource and job allocation problem. We are composed team considering human resource relationship and then distributed in the two-step methodology to derive the human resource deployment. We produce a simple numerical example to validate our model. Finally, we discuss a practical use based on our results.
