This thesis focused on the reorganization of government’s roles in housing policy revealing the problem of the public rental housing policy of the central government. Up to date, the central government have took a leading role in Korea’s housing system as shown in the fact that 80 percent of long-term public rental housing is provided by the central government. And, the local government have been in the marginal part. As a result, the local government felt pressured and/or animosity against the central government. In a way, there is indifferent to the housing policy. However, the political environment has changed. The necessity in which the central government will leed a housing policy is decreasing. In addition, the central government caused a fiscal burden shift among local governments on public rental housing construction. In conclusion, for efficient supply and management of public rental housing, this study is urging decentralization by transfer the rights of housing policy to local government.
