This paper studies the cultural policy of European Union, its information being provided by the Internet. The Article 128 of the Treaty on European Union which did recognize the role played by cultural cooperation in the Union, set out three main aims(contribute to the flowering of the cultures of the Member States, while respecting their national and regional diversity, encourage contemporary creation, foster international cooperation). Community action is based on cooperation and respects cultural diversity and the principle of subsidiarity. The first stage of Community action in support of culture(1994.-98) was launched on this basis and involved three programmes(Kaleidoscope, Ariane, Raphael). While the Community action over the last five years has positive aspects, it has not yet brought home the full importance of culture in the Union` s development. A new approach is therefore necessary to help create an open European cultural space. Before presenting its proposals, the European Commission consulted widely and this consultation culminated in the European Union Culture Forum. Finally the Commission proposed new cultural programmes for the 21th century. With the programmes adopted in order to respond to the major challenges of our times(acceleration of European integration, globalisation, information society, employment, social cohesion), the cultural policy of European Union will enter a new era.
