The study aims to investigate how gender inequality in the past labour market affects gender pension gap among the national pension recipients focusing on ‘differences’ and ‘discrimination’ using KReIS 5th data. The major findings are as follows.
Firstly, as a result of OLS regression, women receive approximately 25% lower national pension benefit than men when the other conditions are controlled. Human capital characteristics such as education level and job tenure and labour market characteristics represented by work status and firm size have statistically meaningful impact on gender pension gap. Secondly, Oaxaca-Blinder decomposition method reveals that gender gap from differences explains 49.4% of total pension gap, while the gap from discrimination accounts for the rest 50.6%. Thirdly, the major cause of the gap from differences is in both education level and job tenure. Gender discrimination by technical occupation and in specific-scale workplace influences the the gap of pension level.
The results of the study suggest that the institutional coherence between labour market and pension system is required through policies such as enlarging pension credit for women, alleviating occupational gender segregation, improving discriminative wage structure among the wage earners and introducing gender quota system in the long-term.
