The private and the public environmental behavior of Chinese Urban residents have complex causes, which include culture, policy, economic, regional differences and other factors. In them, the cultural background is the deep source of the urban residents" environmental behavior differences. In China, the public and private environmental behavior exposes the regulating and diffuse behavior. Behind the appearance, psychological cognitive differences evolve into discrepancy in practice level, thus affecting Chinese urban residents" environmental behavior logic. We use data from the 2013 Chinese General Social Survey (CGSS2013), trying to explain the two types of urban residents environmental behavior characterization and the logic behind the behavior. The private and the public environmental behavior of Chinese Urban residents freed from of individual rationality and collective rationality, generated the unity and embedding in the perception and behavior, associated with interpenetrating between diffuse and regulated behavior, rooted in the social trust which is the endogenous force of the environment behavior.
