Hydrogen Fluoride release accident that occurred in Gumi triggered a change in the domestic chemical management system. QRA and RMP have been newly established in the revised chemical control act. The ORA aims to assess the effects of off-site effects on chemicals. The RMP is to plan accident prevention and response based on ORA and should be informed nearby residents about these. And in the emergency response area of the RMP, a plan for the evacuation of local residents should be established in case of an accident. However, workplace are establishing outside evacuation. Because there is no evaluation method. At the time of the hydrogen fluoride release in Gumi, about 500 people were evacuate to outside. However, residents evacuated to outside without protective equipment were found to have suffered more damage. In this study, the evaluation method for indoor evacuation area was studied. The research method is as follows. Find the extent of damage when toxic gases are released. Then find the point where the indoor concentration falls below the ERPG-2 value in the area between the accident spot and the damage area, so it is an area where it can evacuate indoors. In addition, I found the weather variables of the method of selecting the indoor evacuation area and recreated the Gumi hydrogen fluoride release accident. As a result, indoor evacuation areas were found to have an average of 0.25 times the range of emergency response distances. In addition, except for four types of toxic gases, the range of damage was reduced as the wind speed increased for the light gas measured in the Gaussian model, and the range of damage increased as the wind velocity increased, as opposed to the Gaussian model for the heavy gas model. Therefore, it is not necessary to evacuate to far away, and evaluation methods can be used according to the situation according to the characteristics and the weather of the substances in each workplace. In conclusion, this research is expected to be used in establishing the evacuation plan at the workplace that establishes the emergency response.
