After IMF, the number of the homeless have been increasing, so Act of Homeless is established in Korea in 2012. Due to this Act, dual system which is separated vagabond from homeless transferred the unification of delivery system. And shelters for homeless are divided according to homeless `s function.
Homeless delelvery system is more specialize and more systemize. However, this system is uncertain about de-homeless because this has short term history. So our study search for foreign cases analysis about Homeless delivery system especially England and Finland. Globally there are two model for homeless delivery system.
One is Staircase Model the other is Housing First. In Staircase model, homeless service users demonstrate their ability to move from one level of accommodation to another, either as part of the rehabilitation process or by acting in accordance with the targets that have been jointly laid down. It is based on legislation and the end goal is independent living. This model are advanced in England.
Housing First model is simple: provide permanent housing first, and then combine that housing with supportive treatment services in the areas of mental and physical health, substance abuse, education, and employment. Finland is famous for Housing First.
The tendency of global moves staircase mode to housing first. Korea is similar to England but it is still in its beginning stages. Housing First model doesn`t match with Korea situation.

IMF 이후 한국의 노숙인은 양적 질적으로 증가하면서 2012년『노숙인등복지 및 자립지원에관한법률』을 제정하였다. 이 법은 기존의 부랑아와 노숙인을 일원화하여 전달체계를 통합하였으며, 노숙인 시설을 기능상태별로 분류하여 좀 더 서비스를 전문화하고 체계화하였다. 그러나 아직 시작단계에 불과하기 때문에 다른 국가들의 법적 체계를 통해 제도의 성격의 모습을 객관적으로 파악할 필요가 있다. 따라서 본 연구는 영국과 핀란드처럼 노숙인 전달체계가 잘 정비되어 있는 선진화된 국가의 법적 체계를 통해 그 시사점을 모색해보자 한다. 비교 기준은 노숙인 서비스 전달체계 모형인 계단식 모델(Staircase mode)l과 주거우선모델(Housing First model)이 이다.
영국은 2017년 노숙인 감소법을 제정하였다. 성격은 계단식 모델과 주거우선모델 사이에 있었다. 핀란드는 주거우선모델(Housing First mode)l로 사회복지법에 근거하고 있으며, 우선 노숙인들에게 독립된 주거공간을 제공한 다음 다양한 욕구를 지역사회에서 지원하고 있었다. 법적 체계를 통해 살펴볼 때 계단식 모델은 한국에 가깝고, 주거우선 모델은 핀란드, 그 중간은 영국이었다. 많은 국가들에서는 이 두 전달 체계 모델을 기반으로 서비스를 제공하고 있으며 현재 추세는 계단식 모델(Staircase model)에서 주거우선모델(Housing First model)로 전환하고 있다. 한국의 경우 계단식모델(Staircase model)에 가깝다고 볼 수 있지만 아직 시작단계에 불과하다. 또한 한국이은 주거우선모델(Housing Model)이 한국의 현실에 적합하지 않다. 한국이 좀 더 효율적인 전달체계를 갖추기 위해서는 이 두 모델을 결합한 것으로 즉 시설을 독립된 주거공간으로 확보한 다음 노숙인의 욕구에 부응할 수 있는 서비스 제공이 필요하다고 본다.
