This study aims to analyze the factors influencing the fiscal innovation of local governments, specifically focusing on a citizen participatory budgeting system. An empirical analysis was conducted using the panel probit model for 230 municipalities from 2003 to 2010. The dependent variable is whether each municipality adopts the budgeting system or not. The independent variables consist of political, residential, financial, and administrative factors. Study results show the following. First, political factors (progressive of governor and municipal councilors) largely influence the adoption. Second, population size is an important variable in the residential factor. The larger the population size of local authorities, the more difficult it is to adopt a system. Third, budget expenditure per resident is important in the financial variable. Lastly, the number of bureaucrats in the administrative factor negatively influences the adoption.
