Women reacts sensitively at labor market more than men because of their various life-cycle events like marriage, pregnancy, childbirth, child care, employment, dissolution of marriage and etc., and have harder time at labor market discrimination, dividing house roles with gender inequality, and balancing between work and family. It is very crucial to examine their life-cycle events to understand woman’s life, reveal what women confront at their real life and making proper policies for them. Nonetheless, many existing statistical data have limitations on examining women of Seoul’s life-cycle. This study started under recognizing this limitations, and aim at Construction of Women’s family panel data of Seoul to contribute at making effective Women family policies.
In order to construct the Seoul Women & Family Panel Data, we analyzed the cost, sample size, research subject, research contents, and research method of PSID, SLID, BHPS, KLIPS and KWPS. As a result, the number of samples for the women who were continuously living in the city of Seoul was not significantly decreased, and the same problem was observed in the cross section analysis. and not just the number of samples however on the research contents, important elements for women’s life-cycle such as Labor market discrimination, problems at balancing work and family, and child care environment were excluded or insufficient.
This study tries to overcome such limitations of existing data and suggests management methods, expense of construction, requirement of man power, and utilization plans for Seoul Women & Family panel’s observation on women’s life-cycle. The subjects of Seoul Women & Family Panel Data are 5,000 families in Seoul including women over age 17 and the inquiry consists of family and personal inquiries. And to overcome the limitations at observing particular area (Seoul), we chose the method of split panel survey.
The estimated expenses for initial construction are 700 million won, all including survey expense, data processing expense, and return allowances. And for efficient management of Woman and family panel of Seoul, 4 professionals including, General Affairs manager (1), Data analysis and survey report writers (2), and Administrative assistant(1) will be needed. Woman and family panel of Seoul is expected to be used for making Seoul woman and family policies and moreover for the government, local governments, woman family related organizations, universities and such professionals.
