The attempt of the extensive innovation in structural change, function, and mission of community service center under the name of ‘Welfare Delivery System Reform of Outreach Community Service Center’ is quite paid much attentions. Due to ‘Outreach Community Service Center’ project, social welfare officials and visiting nurses provide not only services for clients visiting community service centers but also home visiting services. The findings of the field monitoring in the community service centers performing the ‘Outreach Community Service Center’ project showed that social welfare officials and visiting nurses were exposed to various risk factors such as sexual harassment, violence, infection when they provided home visiting services. Therefore, the concrete plans to prevent and cope with various safety issues must be made immediately.
The purpose of this study is to approach safety issues of social welfare officials and visiting nurses in gender-sensitive perspective. Most of the social welfare officials and visiting nurses are female, so this study examines the issues of safety, such as sexual harassment, that women are more vulnerable than men. Furthermore, this study examines how safety policies operate in men and women. The another goal of this study is to prepare how to prevent and promptly cope with safety issues in organizations as well as individuals.
For this study, the data were collected from 695 social welfare officials, 163 visiting nurses, and 110 chiefs of the community service centers, using structured questionnaire. In addition, the focus group interview(FGI) was conducted with 11 social welfare officials and 4 visiting nurses.
The major findings of the study are as follows. First, more women suffer from sexual violence or stalking than men, while more men suffer from verbal abuse or physical violence than women. Second, social welfare officials and visiting nurses feel serious emotional distress, such as depression, stress, and fear, caused by safety concerns. Specifically, more women suffer from distress caused by safety concerns than men. Third, the organizations including the autonomous districts and community service centers provide little support for social welfare officials and visiting nurses suffering from safety concerns. Fourth, 51.2% of the social welfare officials and 70.8% of the visiting nurses report that ways to confirm whether the clients have infectious diseases need to be prepared.
In order to protect and support social welfare officials and visiting nurses, Seoul Metropolitan Government need to prepare organizational preventive measures, and give an education continuously about coping skills on the spot in case of safety concerns. Furthermore, when social welfare officials and visiting nurses suffer serious damage from safety issues, the support system and compensation plans for them are needed in organizations. In particular, it is important that both men and women actively cope with safety concerns in organizational safety support system. With substantive policy making, everyone should be given a perception that the organization is responsible for the work-related safety issues.
