The number of single-parent households has increased to 9.93% of total households in Seoul at current. Single parents are burdened because they are in charge of both caring for their families and working for wages by themselves. In spite of their poor situation of work-life balance, single parents are barely considered in the WLB policies. Korean policies for work-life balance mainly target husband-and-wife (dual income) families. This lack of concern for single parents in the WLB policies does not only mean that single parents’ are missing opportunities to receive support from the government, but the policies also strengthen the ideology of a “normal” family.
This research explores single parents’ conditions and experiences of caring their families and working, by analyzing the result of a survey of 526 single parents and focus-group interviews of 18 single parents in Seoul.
The main findings are 1) single parents have insufficient financial resources, time resources, and relational resources; 2) apart from their children, single parents should be cared for and supported, as many of them suffer from physical and mental health problems; 3) single parents are likely to be excluded by the WLB support system as a large proportion of them work in small companies and non-regular positions; 4) single parents have diverse experiences and needs depending on their gender, childre’s age, and economic status, among others.
The research suggests to improve the WLB policies to include single parents, to support single parents’ balance of caring for children and themselves, and to help their financial stability and job security in the long term, as well as improve the single parents’ community and network for self-help meetings.
