The purpose of this study is to suggest an improvement of the long-term repair reserve system from an empirical survey on its planning, review, coordination, reservation, and execution. The document study was used for this study on the long-term repair plan and accounting of its reserve of the apartment complexes from 1994 to 2017 by the tools of frequency and percentage. The target apartment complexes had the obligatory long-term repair plan by the Apartment Management Law.
The results are as follows. 1) The execution amount of the long-term repair plan in 2016 has dramatically increased by 5.44 times than that of 1994. This figure is calculated by the KHMA(Korea Housing Managers’ Association)’s computer program. 2) The use of the long-term repair reserve was firstly for the part substitution of elevators, and the repair of CCTV and drainage followed. The legal repair periods were not considered. 3)The rate of long-term repair reserve was highest in 20 to 30 years after construction, which residents can hardly afford the expense.
The improvement of the long-term repair plan is needed on the repair period, repair method and coordination process. And the present regulation of the long-term repair reserve, which has a fixed rate system, should be amended for the Minister of Land, Infrastructure and Transport to announce every year’s minimum reserve amount.
