This paper aims to develop a graded program for the PCO based on a DACUM analysis. It is divided into two level categories based on four year career experience since the Grade 1 qualifications of convention planner accreditation test is four years` experience. The paper also aims to design implementation methods of the program that meets the needs of students. A survey was conducted with 100 convention professionals (92 responded) in Seoul area over the period of ten months. With confirmed statistical data, a two-tier education program was developed through the expert consultation meeting comprised of three PCO professionals and one HRD expert. A short-term novice group tended to perform the computer-based office work and management of supplies and staff; A long-term advanced group was involved in business administration, marketing strategy development and budgeting. The meeting also analyzed students through CIT interviews and produced a learning environment that meets the needs of students. The effective time and venue for the program are: 3 hours per class from 7:30 in the evening in winter off-season at a school or a convention center. 3 to 6 months were recommended for the class of four-year-or less career group and 2 weeks to one month for the class of over four-year career students. Effective means of learning were found to be discussion, presentations, and other dynamic methods using contents approach. Moreover systematic tailored programs of expert education must be fully utilized by relevant academic associations, schools, and centers to produce high-quality convention experts.
