The purpose of this study is to analyze policy for women scientist and technician to promote and support over the last 20years using the Hogwood and Peters’s policy change type framework(1983) and suggest the direction of policy change. The findings are that an enactment of women’ scientist and technician in 2002 was regarded as a policy innovation and the first plan(2004-2008) was regarded as the first policy maintenance. And also the second plan(2009-2013) was regarded as a policy succession and the third plan(2014-2018) is regarded as the second policy maintenance. Therefore, policy change type of women scientist and technician conformed to Hogwood & Peters’s theory(1983). However, It has a limit to explain all the diversified policy changes of modern times. through the Hogwood and Peters’s theory because modern state has a characteristic such an administrative state that it can occur major changes in policy without amending the law after enactment(Haeryng Park, 1990). It could be to carry out policy changes without amending the law after the enactment of the women’ scientist and technician. Therefore, I suggest that It is possible to amend or maintain the law in periods of policy maintenance unlike Hogwood and Peters’ theory. In preparation of the 4th Plan for women scientist and technician, It needs to closely monitor the achievements and prepare specific policies for them. And also, It make bold policy changes in accordance with the changing environment such as the 4th Industrial Revolution.
