In most developing countries, the authorities responsible for managing and financing urban infrastructure recently face several policy and planning issues. As urban characteristics change, demand characteristics of urban infrastructure vary. As urban characteristics change, there is a need not only to improve existing infrastructure systems but also to provide new infrastructure that is required for supporting newly developed urban areas. This paper focuses on urban infrastructure in developing countries in an attempt to provide a perspective on the infrastructure management and to suggest the alternative strategies that will be useful for planners and policy-makers in developing countries. The article addresses three important themes: changing urban characteristics and infrastructure demand characteristics of developing countries, problems and issues of urban infrastructure management, and a guide to alternative strategies for urban infrastructure management in developing countries.
