This paper analyses the allocation of social expenditure in South Korea given the rapid process of population aging. Although government has recently expanded its expenditure targeted to all the generations, there has been a disparity in the resource allocation between generations. First, it is founded that the ratio of expenditure targeted to the elderly to total expenditure has increased though slightly lower than those of other advanced economies. Second, regardless of the rapid decline in the population aged between 5 to 19 the social spending targeted to them has been consistly increased and the expenditure ratio is much higher than other developed countries, which implies that the rigid structure of local educational grant needs to be revised as to reflect demographic change in Korea. Third, regression analysis drawing upon generational recognition survey suggests high correlation between generational conflict and age, level of income and/or educational achievement.
