The purpose of this research was to look up school operating system which covers specialty and aptitude education activities. Summary and conclusion as followed, first, it has some possibilities that curriculum related programs could be transformed special program such as a class for university entrance examination or contests. second, using cooperative inter-school program is recommended for programs which can not sustained by each school. Otherwise, it also has possible disputes about duty, and problems in the process of specialty, aptitude education activities between schools, faculties, student members. So to speak, leisure·recreational co-op plans for youth with district administrative office is highly needed with constructive alternatives. third, discontinue of complimentary class and self study hours made students back home earlier than ever, but lengthened free time caused managerial problems for students and it was far over from its desired purpose of reducing private educational expenditure by flowed money to private education market. Therefore, we need to develop several comsumer-oriented specialty·aptitude education programs for student back to school after class hour. fourth, to evolve youth festival through specialty·aptitude education programs, we need to make relevant rules for supporting in-school club activity and provide reserved space where students can do practice or hang out. fifth, we should split middle school 20 hours unit operation up to entrance group, middle group, upper group for quality and trustworthiness. Consequently, continuous PR effort such as a parents meeting is required and also, professional counseling service for program selection is recommended.
