The goal of Issues about the emerging era of centenarians and super-aging society are constantly being discussed. For the increase in the average life span, there is a keen interest on how to live a healthy and happy life. Participation in leisure and recreational activities for the enjoyable, meaningful and balanced life is required to improve the quality of life. Therefore we identified a range of policy instruments that satisfies cultural desires by setting criteria that determine the target age range of the elderly people. After seeking cases of policy that contributed to healthy aging of the elderly people through leisure activities, we developed realistic policy tasks. Finally, we proposed some optimized cultural policies for super-aging society based on newly designed life cycle. In this study, we conducted experts and site surveys and analyzed the investigations to figure out the current status of leisure activities. It allowed us to understand the differences in the view on aging and the life of the seniors by compiling various leisure policy case studies for improving elderly-oriented cultural policies and programs. The ultimate goal of the proposed cultural policies for the elderly is enhancing the quality of life and developing specialized leisure policies throughout the entire lifetime. We also emphasized the importance of social environment for the senior` social participation and career development.
