The background in which Putin’s authoritarian rule continues after seizing power in 2000 lies in the factors of social level and international level in addition to the factors of individual level, namely Putin’s personality and leadership.
On social level, the concentration of power into Putin and sufferance of his authoritarian rule derives from the authoritarian political culture in Russia; the factors including Russians’ lower sense of political participation and legal rights as well as political apathy. Also, the back-scratching alliance of Putin and Russian Orthodox Church is another major factor that can be found on social level. The Putin government has politically used the church’s nationalistic appeal as a means of maintaining the authoritarian regime by integrating national consciousness.
On international level, Putin’s authoritarian rule has been maintained and fortified on the back of the engagement policies driven by the US and EU, aiming to blocking a restoration of Russian empire and the extension of Russia’s influence on Near Abroad, on the basis of the NATO’s eastward policy and the theory of democratization.
Considering the fact that there is no meaningful opposition party led by a political leader who can compete with Putin, it is much likely that Putin’s authoritarian rule would continue on social level. On international level, factors such as the US’ non-engagement policy in Russia driven by the Trump administration’s neoisolationism and the rise of far-rights in Europe are likely to affect the continuation of Putin’s authoritarian regime.
